IMO, ofcourse. It does sometimes seem to be a game that you will eventually always win, although I haven't played extensively against the higher AI settings. It's a long game too, I've only played it a couple of times all the way through. Need serious time to get through everything. But still. The interface is pretty incredible ... very complex, but somehow manages to condense everything. I loved GalCiv II, but I understand what you mean about the “next-turning”.
