It's really a Firepower game, with Slitherine mostly helping in QA and publishing contacts. (And it's much better than Legion Arena, which I think is probably the weakest Slitherine game since it has a brilliant little engine that got completely wasted.) Commander at War had some major AI problems at release (I haven't played since the latest patch), but it's a solid design in many ways. I especially like how it models the Battle of the Atlantic; Germany's best shot at winning in the west is to weaken the convoy shipments, handily identified by their value. You can't stop the flow of goods to England and Russia, but you can slow them down. Likewise, the Allied player can't neglect the seas or England won't have enough Industrial Production power.
